Why are medical malpractice rates so high?

President Bush, speaking in a St. Louis suburb a few weeks ago, blammed high medical malpractice prices on malpractice lawsuits. But for all the worries over higher medical expenses, legal costs do not seem to be the root of the most recent increase in malpractice premiums.
